The only think I can think of is that he’s talking about having lots and lots of flashy blinky lights? You know, so many flashy LEDs that it’s obnoxious? Like a circus. haha
I just got a DKG mini-maglite mount and put that on my handlebars. Works great! The AA-mini-maglite only costs 9 bucks at Target, and the mount is 18 from DKG. This setup works as well if not better than those 80 dollar fancy-pants bike lights. Oh, and it’s waterproof too.

I had a LED light …
I had a LED light on my bicycle. does the job. it has a flashing mode and a steady mode.Also have another safety devece on my bicycle too
